Provenance

Every figure, and where it comes from.

The homepage shows numbers. This page shows what each one rests on: the statute, the policy note or the framework, with the date, the threshold and a link to the primary source. Nothing here is a summary of a summary.

Figure by figure

What the homepage shows, and what it rests on.

Every numeral on the homepage appears in this table. A figure with no row here would be a defect on both pages.

Each figure shown on the CrowAgent homepage, the section it appears in, and the instrument or worked example it rests on.
Figure Section What it rests on
£5m Numbers Procurement Act 2023 s.52 contract value threshold
12 Numbers Procurement Act 2023 s.71 months between published assessments
10% Numbers PPN 026 minimum social value weighting. 10% from 1 million pounds inc VAT to 5 million, and 20% at 5 million pounds inc VAT or above, which is inclusive, so 10% is the minimum anywhere in scope
£27,000 Reasoning trace Illustrative placeholder for a per job, per year proxy value. It is NOT a National TOMs proxy value
£108,000 Reasoning trace The arithmetic of the line above it, and illustrative for the same reason

UK statute

Procurement Act 2023

Two separate duties, with two separate dates. Section 52 sets and publishes the indicators. Section 71 assesses performance against them and publishes the assessment. They are not one duty and this site never writes them as one.

s.52

Procurement Act 2023, section 52

Key performance indicators

  • In force 24 February 2025
  • Applies to a public contract with an estimated value of more than £5 million.
  • At least three key performance indicators must be set before the contract is entered into.
  • The indicators must be published.
  • The duty does not bite where the authority considers that performance under the contract could not appropriately be assessed by reference to key performance indicators.

s.71

Procurement Act 2023, section 71

Assessment of contract performance

  • In force 1 January 2026
  • Performance must be assessed against the key performance indicators set under section 52.
  • The assessment must happen at least once every 12 months.
  • It must happen again when the contract is terminated.
  • Information about the assessment must be published.

The minimum social value weighting, with the dates and the thresholds it applies at.

PPN 026

Procurement Policy Note 026

The Social Value Model

  • Published 5 August 2026
  • Applies to central government procurements commenced on or after 1 January 2027, at 1 million pounds inc VAT or above
  • It is the next edition of the Social Value Model.
  • The minimum social value weighting is 10% from 1 million pounds inc VAT to 5 million, and 20% at 5 million pounds inc VAT or above. "Or above" is inclusive, so a procurement at exactly 5 million pounds inc VAT sits in the 20% band and 10% is the minimum anywhere in scope.
  • The rest of the scoring detail is deliberately absent from this site. A provenance page that fills a model in from expectation is worse than one that says it does not yet have it, so the missions and the outcomes stay off until each can carry its own citation.
  • Whether any given procurement is compliant is a judgement for the contracting authority, not something a threshold alone settles.
  • CrowAgent stops supporting the previous edition of the Social Value Model in its products on 31 December 2026. That is our own product decision about what we maintain and not a statement about the status of any notice on GOV.UK.

EU and international

Directive 2014/24/EU

Article 67 governs how a bid is scored. Article 70 governs what the winner is held to afterwards.

Art. 67

Directive 2014/24/EU, Article 67

Contract award criteria

  • In force since 17 April 2014, as transposed by each member state
  • Contracts are awarded on the most economically advantageous tender, assessed on a best price-quality ratio.
  • Criteria may include qualitative, environmental and social aspects.
  • Every criterion must be linked to the subject matter of the contract.

Art. 70

Directive 2014/24/EU, Article 70

Conditions for performance of contracts

  • In force since 17 April 2014, as transposed by each member state
  • Special conditions may be laid down on how a contract is performed, including economic, innovation related, environmental, social and employment related considerations.
  • The conditions must be linked to the subject matter of the contract.
  • They must be stated in the call for competition or in the procurement documents, so they are known before anyone bids.

Measurement framework

How a commitment gets priced

A framework rather than a law, and described here as one.

National TOMs

National TOMs

Themes, Outcomes and Measures, with proxy values

  • Published in dated editions. 2023-24 is widely cited
  • A measurement framework, not legislation. It turns a social value commitment into a monetary proxy so two bids can be compared on the same basis.
  • CrowMark prices social value commitments against National TOMs conventions. That is an alignment to the conventions, not a full National TOMs implementation, and this site says so wherever the pricing is described.
  • Editions differ. Take proxy values from the edition your buyer names, not from ours.

Scope

What this page is, and what it is not.

The duties above are UK public sector duties, used across this site as the worked example, because they are published and can be checked. Promising something in a bid and then evidencing it is the same work in the EU and in private sector procurement. Only the instrument changes.

None of this is a claim about CrowAgent's performance. They are the rules the reader is already held to. This site publishes no win rates, and refusing to publish one is a position rather than an omission.

This page is general information and is not legal advice. Read the tender documents and the current statutory guidance for any procurement you enter, and take professional advice on anything that turns on eligibility, exclusion or debarment.
