The pressure on FM bidders

People move with the contract. So does the risk.

Facilities management is a people business, and that shapes every bid. Hard FM, such as building fabric, mechanical and electrical maintenance, and soft FM, such as cleaning, catering, security and grounds, are procured across the NHS, schools and academy trusts, local authorities, housing associations and central government estates. Much of it runs through the Cabinet Office’s central commercial organisation facilities management agreements and sector hubs, and almost all of it now runs through e-sourcing portals.

Two things make FM tenders demanding. First, TUPE. Because staff transfer with most re-tenders under the Transfer of Undertakings (Protection of Employment) Regulations 2006, buyers want a clear, credible account of how you will consult, protect terms and keep the service running through the change. A weak or generic TUPE answer signals delivery risk. Second, mobilisation. Buyers score how quickly and safely you will stand the service up, and then hold you to it, because the social value and KPI promises in the bid follow you into the contract under the Procurement Act 2023.

On top of that, in-scope central government FM contracts carry a minimum 10% social value weighting under PPN 002, mandatory from 1 October 2025. For a bid team running live mobilisations at the same time, that is a lot to write well and keep consistent.
