Who we build this for

Written for bid teams. Readable by the people scoring them.

Four people touch a tender and want four different things from it. The sections below are addressed to each of them in turn.

You need the answer to survive a year of scrutiny

Everything you price in the response becomes a promise, and the authority publishes at award what it will hold you to. So the draft has to be answerable a year later, not just persuasive on the day.

3 KPIs minimum, published at award
Procurement Act 2023, s.52

You are the one who has to stand behind the numbers

A confident paragraph is not evidence. Every figure in a draft is either traced to your own confirmed data and shown with the source it came from, or listed as an open gap. Nothing is rounded into place to close one. That is a shorter review, and a defensible one.

Every figure, or an open gap
No figure without a source

You are deciding whether to believe a stranger

The same engine that writes answers reads them. A claim arrives next to the clause it cites, so your check is a comparison rather than a judgement of tone.

10% minimum evaluation weighting
PPN 002, mandatory 1 October 2025

You inherit somebody else’s promises

The commitments made at bid stage become the KPIs you are measured on. Each one stays attached to the evidence behind it, month by month, so the assessment is assembled from a record rather than reconstructed from memory.

12 months to the assessment
Procurement Act 2023, s.71

Who is behind it

Built by engineers who read the rules.

Who builds it

An engineering team builds it, advised by people with bid and consulting experience who have written and won public sector bids. That advice decides what gets built rather than how, and it is why the product starts where the marks are actually lost: evidence the supplier already holds, that nobody can put a hand on in time.

How it is built

Every feature starts from the source rule rather than a template. PPN 002 for social value, and the two separate KPI duties in the Procurement Act 2023: under s.52 an authority sets and publishes at least 3 KPIs on a contract over £5m, and under s.71 it assesses performance against them at least every twelve months. Each answer carries the clause it was written against.

Mission, vision, values

What we stand for.

  • Mission

Make bidding answerable, whatever your size

Size and budget should not decide who can answer a requirement properly. UK public procurement is where we prove that, because its duties are published and anyone can check our reading of them against the instrument.

  • Vision

Answers you can defend, first time

A market where a supplier answers a tender requirement from evidence it already holds, without paying a bid-writing consultancy to assemble it.

  • Values

    Statute over speculation

We do not quote win rates, ours or yours, and we name no customer, client or project as proof. A claim we cannot trace to a source is not made, on this page or in a draft.

History

Where we are.

  1. 2010 to 2025

    Founding team experience Delivered

Bid and tender work inside regulated industries from 2010, including multi-million pound bids written, won and delivered to completion. That is the founders’ own record before CrowAgent, not a result of the product. It is also where we saw at first hand how much of the friction smaller suppliers face is evidence that exists and cannot be found.

  2. Jan to Feb 2026

    Regulatory research Delivered

Deep dive into the statutory frameworks the product is built on, before the company existed: PPN 002 for social value, and the KPI duties in the Procurement Act 2023.

  3. March 2026

    CrowAgent founded Delivered

Incorporated as CrowAgent Ltd in England and Wales. Engine prototyping begins.

    The registration on Companies House

  4. May 2026

    Platform live Live now

    CrowMark in live production.

  5. Q4 2026

Regulatory monitor Planned, not yet built

A regulatory change feed for UK public procurement, surfacing material updates straight into your dashboard once it ships.

See the supplier side

CrowMark for Buyers

Publish your requirements against a deterministic social value rubric, then locate the evidence for each one across the responses you receive, quoted verbatim or dropped. CrowMark organises; your evaluation panel scores.
