You need the answer to survive a year of scrutiny
Everything you price in the response becomes a promise, and the authority publishes at award what it will hold you to. So the draft has to be answerable a year later, not just persuasive on the day.

A confident paragraph is not evidence. Every figure in a draft is either traced to your own confirmed data and shown with the source it came from, or listed as an open gap. Nothing is rounded into place to close one. That is a shorter review, and a defensible one.

The same engine that writes answers reads them. A claim arrives next to the clause it cites, so your check is a comparison rather than a judgement of tone.

The commitments made at bid stage become the KPIs you are measured on. Each one stays attached to the evidence behind it, month by month, so the assessment is assembled from a record rather than reconstructed from memory.

Who builds it
An engineering team builds it, advised by people with bid and consulting experience who have written and won public sector bids. That advice decides what gets built rather than how, and it is why the product starts where the marks are actually lost: evidence the supplier already holds, that nobody can put a hand on in time.
How it is built
Every feature starts from the source rule rather than a template. PPN 002 for social value, and the two separate KPI duties in the Procurement Act 2023: under s.52 an authority sets and publishes at least 3 KPIs on a contract over £5m, and under s.71 it assesses performance against them at least every twelve months. Each answer carries the clause it was written against.

Founding team experience Delivered
Bid and tender work inside regulated industries from 2010, including multi-million pound bids written, won and delivered to completion. That is the founders’ own record before CrowAgent, not a result of the product. It is also where we saw at first hand how much of the friction smaller suppliers face is evidence that exists and cannot be found.
